You are right, the NEWBIES thread doesn't mention NCP.

A - NO IT ISN'T. YOU DO NOT NEED SPECIFICS. FORGET THE DETAIL, MOST CASES ARE ALL THE SAME.
Is the vehicle hired or leased?

The template is a 1/4 way down the thread in blue quite easy to find.
The posters who help on here are all doing this in their own time, and that thread was started by one of the stalwarts of the forum who stays up until the early hours helping people on here, you bet it get tedious when people don't even try helping them selves.
Yes it is complicated but who do you think makes it complicated, it's the very scamming muppet scum that devise the ways to catch motorists out and try to impose their made up charges on them.
Also if you had read the thread you might have found that you do not have a "fine" it is a speculative invoice for not conforming to their catch as many out terms and conditions.
Anyway calm down and take it in stages people will help you through this we hate these scammers as much as you do, and the posters here are your friends, we have all been through it too!;)0 -

NCP don't even issue fixed penalties (Police only) or fines (Police or Magistrates only).
No-one would be daft enough to PAY this, so there's no need to 'check if the fine will go up'.Parking offence was on the 23/4 and the demand was issued on the 31/05/18
Just to explain why there are few hyperlinks and mostly actual, obvious URL links in the sticky:
When the NEWBIES thread had more hyperlinks, guess what? I was criticised for all the hyperlinks that half the newbies didn't realise were links at all. The sticky thread has to cater for people with little or no experience of links, forums, or t'internet and hyperlinks do NOT help them.
