Battery is duff. If you need a battery, buy a replacement. Use laptop model number on Amazon (for example). Lots of suggestions to come about where (and where not) to buy replacement batteries...
If you put your general location in your Profile, somebody here may be able to come and help you.

Have you tried - with the mains plugged in - removing the battery and then reinserting. Does the battery then charge ?

    Works with mine

If its the original battery its in the order of 8 years old, not surprising it doesn't hold charge.

I suspect a cell within the battery has failed, you can try this

    1. Remove the battery
    2. Power up laptop
    3. Log in using admin account
    4. Go do device manager
    5. Go to the battery section and you should see ACPI and other components
    6. Delete these (some will not let you).
    7. Shut down laptop.
    8. Insert battery
    9. Power up an device manager will rediscover and assess battery

Chances are if not used is a while it will fail

You can sometimes get these batteries to recover by boosting them with a little above their rated voltage (usually 19v).

However with repacement batteries costing around £10 just replace it

Do not bin the old one, break it open and get recycling, chances are only one or two of those 18650 cells are faulty. Look on youtube. You can pick up an empty power bank on eBay for £1 then put two of those cells in it and use as a backup for your phone, is not the best but adequate.
