PCM Parking Fines

Hello,
Im new to this but would like to see if I could get some help asap?
I have moved to a property and it requires a permit to park in my allocated bay. My permit blew down off the dash board and I received 2 parking tickets even though the bay has been allocated to me through my Housing Association. PCM are the company who deal with the parking where I live.
I wanted to find out if I should reply to them with a dispute and if I have any sort of leg to stand on or just pay the fine?
Any sort of template correspondence to help would be great to send to PCM. I am presuming they will reject my appeal without a seconds thought, but wanted to kind of do this the correct way rather then ignoring and preying that nothing goes further.

is that stated in your lease or tenancy agreement?
ps , they are not fines , they are invoices

Ive checked that PCM are registered and they are showing as registered as Accredited Operator Scheme Members on the UNITI website. So I should wait until I receive a letter from them in post and put across my appeal? Have read the Newbie Thread but slightly confused as what my exact next step should be?

You can wait or appeal now. Appealing now, explicitly stating as keeper, around day 25 may get them to forget to issue a NtK. This means you cannot be held liable as keeper.0

None of it makes any difference as PCM will not cancel, but DO NOT PAY THEM.

Not a firm to have anywhere near your cars. I wouldn't have moved in...if you had a choice, of course. Not joking. When my DD was looking for a place to share with another driving friend, they didn't even look at a place if it had a scammer in the car park. She found a flat with none (except an old sign from some scum firm, long gone).
Once appealed you just IGNORE them and come back if you ever need to defend a claim.
Meanwhile, complain to your Managing Agent/HA that they've let loose an ex-clamper who are simply targeting residents, as they always do. And the HA can have carried out no due diligence if they didn't know that PCM was outed on Watchdog in 2015, as well as named & shame din Parliament at least once.PRIVATE 'PCN'? brilliant thank you for your help just been going through the sticky newbie thread and got the template so will be writing and sending directly to PCM first thing tomorrow unless i have to wait a specific amount of days from date of receiving PCN?0
