How about the wire in the pictures?
are they fair new wires? or need re-wire?

They look like fairly new wiring (green-yellow earth is after about mid 1970s) but that says nothing about the overall state of the installation. In particular if that is plastic mini-trunking there are rules about how many cables should be run in each size of trunking and yours looks rather crammed full.A kind word lasts a minute, a skelped erse is sair for a day.0

They look like grey PVC, except obviously for the earth wire.
PVC was first used in the 1960's, and is still used today. If it isn't overloaded, gnawed by rodents, or attacked by chemicals (e.g. expanded polystyrene insulation), then it pretty much lasts forever.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -

Far more to do with the fact that one is a 16-way single phase DB and the other is only a 10-way.
It's also one of many reasons why someone who is incompetent at electrics should not be choosing or purchasing the materials. Leave it to the Electrician.RECI & Safe Electric Registered Electrical Contractor

My electrician compared, he said they are the same,
16 modules but it is still 10 way

I can't load the 1st picture (website down I guess). If they are both 10-way then a simple comparison of the part number will show whether they are the same or different units. Also depending on how they are supplied (fully loaded etc.)
