WATER METER : threats and compulsion ?

I am getting increasingly strident letters from Thames Water saying if I do not contact them about fitting a meter they "may" move me onto a higher access charge. Is this legal and can they do this?

Funnily enough I asked or a meter some years ago and they said it was not technically possible and put me on a single persons rate. I could tell them this but then again the website says they will insist on seeing for themselves. I think the reason they are pushing me is that they know me as I have engaged with them before.

Another reason I am reluctant to get one is that I wonder i the single persons rate I enjoy now wiill be lower than a metered rate - I actually use very little water
