WATER METER : threats and compulsion ?

I am getting increasingly strident letters from Thames Water saying if I do not contact them about fitting a meter they "may" move me onto a higher access charge. Is this legal and can they do this?
Funnily enough I asked or a meter some years ago and they said it was not technically possible and put me on a single persons rate. I could tell them this but then again the website says they will insist on seeing for themselves. I think the reason they are pushing me is that they know me as I have engaged with them before.
Another reason I am reluctant to get one is that I wonder i the single persons rate I enjoy now wiill be lower than a metered rate - I actually use very little water
Thanks for any advice

The Environment Agency has advised the Government which areas of England it considers to be short of water (or !!!8216;water stressed!!!8217;). Water companies in these areas can ask the Government for permission to compulsorily meter their customers. Most of south-east and eastern England is classed as being seriously water stressed.0 -
If you really use very little water you will almost certainly be better off.0
