New MOT confusion

Had my car MOTd recently and service guy said everything ok. When I look at the MOT certificate front page it says Pass with an expiry date of 29.05.19.
When I look at the second page 'Refusal of MOT test certificate' it says Fail-Repair immediately (major defects) which relates to a windscreen wiper not clearing the screen effectively. Does that mean Fail or Pass?
Now I guess the car is ok but why make a simple to understand Pass or Fail system complicated by all this Pass and Fail milarky?
On the old MOT system there was facility to record advisory remarks for a Pass and reasons for Failure without confusing the issue.

    Presumably they fitted (and charged you for) a new wiper blade?

    Could be as simple as tester checked the wiper function but wiper was too dirty to clear screen effectively, tester cleaned wiper and it passed during test.

    But why title it "Refusal of MOT Certificate" if it is effectively "Reason for Previous Refusal of MOT Certificate"?


    I see why it is confusing.


    Under the "old" (perfectly fine) system, you would look at the MOT history, and it would say

    29/5/18 FAIL blah blah wipers
    29/5/18 PASS (advisories........)
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    I think my last MOT (old rules) had a refusal certificate and the reason was a naff wiper blade. I then came with a pass after they had fitted the blade so nothing different here.

    But if I understand the OP correctly, he has a single piece of paper with "Pass" on one side and "Reason for refusal- fix this dangerous defect now" on the other.


    You had two separate pieces of paper- a "FAIL" and then later in time a "PASS" which is easier for simple folk like me to understand, as you just chuck the "FAIL" in the bin, and forget all about it once you have a "PASS".
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    SOunds like it failed, they fixed the issue and did a free retest. I've had it happen before.

    Well that's the strange thing. There's no indication that the wiper was changed, I wasn't charged for it.
    On the Gov.uk website it says Pass, MOT valid 'til May 2019 and Fail with the reference to the wiper.

    'second page'? Do you mean a second sheet of paper or the reverse of the PASS?

    One of my cars failed last week under the new system. The garage repaired the two failure items and retested without asking me (which I was fine with). I got two sheets of paper. A FAIL sheet and a PASS sheet. The website records the fail and and the pass.

    Does it look like a new wiper? If not as has already been said it may have just needed a wipe to remove the grease from it. They decided to do you a favour, cleaned it and it passed.

    The Fail was on the reverse side of Pass.
    No new wiper. They would certainly have charged me for a new one.
