Thank you, the CC company were really fair in its proceedings looking at all the facts & information.

I think the flaw with eBay is that before they made the decision in favour of the seller, they did not provide me with the evidence the seller had given them to allow me to comment. It wasn't the best dispute management process.

It was very easy to see how 2 documents cut & pasted into one read as being delivered, splitting them really showed they had not ;) Bit naughty :p

Ebay are happy with online tracking showing delivery - Paypal tend to have a bit more detail in asking for evidence the item was posted to the address (if you challenge a case before it is closed) but both tend to be computer generated responses. An appeal to either *should* have resulted in you being refunded but sadly they don't always have reps that understand.

Just as an aside, which CC was it? Some are very terse when you ask them to intervene.

Agree with what you say, I felt like I was dealing with reps that had no local knowledge of our posting system in UK, if that makes sense. Not a personal criticism of the reps, just part of a global organisation processing issues I guess.

Tesco CC - have been excellent :D

I thought paypal would check that the item had been posted and tracked to the address registered for the buyer with paypal - what paypal call a confirmed address. If Ebay is just checking that an item was delivered and tracked and paypal is not verifying addresses that is a big loophole.

Indeed it is, I've learned from this experience.

They don't check per se, their systems check the item has been delivered and it's viewable online. Unless a human (buyer or seller) intervenes and disputes then another human doesn't generally check the case. But when the buyer/seller queries it, the rep will check the delivery shows a relevant delivery depot - address in London and delivery from a Glasgow office will flag - they don't check individual addresses as it isn't possible. However, on appeal the system should enable a closer exam by a rep. Delivery from Bristol to an address in Weston Super Mare may cut it for the automated system but not for the rep (in theory). You have to remember there are zillions of transactions, they cannot expect any company to examine them all, unless there is a dispute - or continued dispute - this is where the OP should have been saved.
