EBay - no parcel, no refund, wrong tracking number, seller won't communicate. Feel scammed!

In brief I purchased some boots a month ago, they were to be delivered to a office address.

I got tracking number from seller (Royal Mail), followed it through online and it said delivered on a particular date/time. Extensive searching and checking CCTV, the parcel was never delivered to that address.

I asked seller to provide copy of proof of posting & copy of signature of who signed. They said they would, then nothing. I chased and then the told me log a "Missing item" with eBay. Which I did. All through this I have been nothing but polite.

I contacted the resolution centre at eBay but they came down on the side of the seller, saying the seller had provided evidence of delivery. To date the seller has not provided to me! I even called eBay but they refused to provide me evidence.

I made two telephone calls to The Royal Mail to find out where parcel had gone. On both occasions I was told that the item had not been sent to me at the address I gave to the seller, totally different name & address used for sending. The tracking number was not correct.

The Royal Mail were able to see from their records where it had been sent to, though they were unable able to give me this address due to data protection.

I have picked up that this seller has been doing this to more than just me on their feedback! Starting to see a pattern? Possible scam? The had 100% feedback when I ordered.

Someone at work suggested the seller may be sending say a envelope to a similar local address, not the one given to the seller. This would cost few quid tracked rather than send the higher priced boots I ordered. Pocketing the difference.

Has anyone heard of any scams like this? I have gone for my money back via credit card company.

    Was your office address registered with eBay/PayPal?

    If not, then, as I understand it, the seller has no PayPal protection as he has not sent the boots to a registered address.

    What type of claim did you raise?

    I do not know if you can raise a PayPal claim following an unsuccessful eBay claim. Perhaps someone else will comment.

    Thank you for your feedback, I paid via credit card and a chargeback claim is in place.

    What I want to get to the bottom of is why did the Royal Mail say on 2 occasions the actual parcel was NOT addressed to me or address. It was sent to someone completely different and all I needed from the seller was documentary evidence that is was sent to me. The seller actually agreed to do this.

    I need to work out where this has broken down in the delivery chain. No one from the Royal Mail entered the address it was sent to on the date & time, so do I raise a complaint there?

    I have been very lucky with eBay until now. I am disappointed the feedback for the seller is filling with other people in same boat :(

    Nope, any address added to a confirmed PayPal account is automatically ok to send to. I have several addresses on my PayPal, including a business address (not mine) and my sellers won't be able to tell which is my primary and which is a secondary. From a sellers point of view all that matters is that the address shows as 'Ok to send' .

    A PayPal claim is still possible but with proof of delivery it will also fail.

    Op needs to go back to EBay and insist they check the address used by the seller for sending.

    How much were these boots for extensive and conclusive CCTV checks?
    How many people are at these offices? They may well have been signed for outside by someone else and not passed along.
    What's the seller's feedback like?
    Is it a private or a business seller?
    For Ebay to find for the seller it would usually mean they had checked the address/postcode for delivery confirmation.
    I doubt the credit card company will help so you need to get back on to Ebay and/or the seller to help. A good place to start would be to think that this wasn't a scam and that there has been a mix up somewhere. It may well be a scam but accusing at this stage won't really get you anywhere.

    Who is left to ring? RM and ebay have been rung already (although I think ebay is worth another try) and I'm not sure what phoning the seller would achieve.
