Overstayed Britannia/Waitrose PCN

A Parking Charge Notice in post has been received from Britannia Parking in charge of waitrose car park.A letter has been received showing an over stay in a free for period car park. It was assumed that it was a three hour free stay,however it was meant to be 2hrs.The charge notice shows the driver stayed for 2 hours 30min stay. The question is, now with number plate photographs on entry and exit shown on the letter, does the charge now need to be paid. Actually if overstayed unintentionally, does the charge need to be paid?

Having read the Newbies thread,need to clarify couple of things;
1.Does the Keeper need to appeal to cancel the PCN by writing to waitrose or to Britannia (Britannia letter has provided online appeal form link on PCN letter)

2. The driver thinks there were signage but he didnot pay much attention to read the details.Since they have photographic evidence and there is overstay as per their terms mentioned so will it still be cancelled?

3.Do I need to make changes to template on Newbies thread as they have already provided me evidence of breach of their terms and conditions of parking

    No of course it doesn't need to be paid. Why would anyone pay a scammer?

    As above, send the appeal template as keeper, exactly as it is, and complain to the Waitrose manager/CEO, not customer services. Show receipts/redacted bank statements to show the keeper spends money in the store. The more money the keeper has spent the bigger their threat to shop elsewhere can be.

    Also complain to your MP and Sir Greg Knight MP about this unregulated scam.

    Quote the statements from MPs to the manager/CEO as well.

    These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

    As Fruitcake advises, get you MP involved.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. It has cleared Parliament and hopefully, this will become law shortly.
    You never know how far you can go until you go too far.
