#2 remove the malware - or try to. Also the very top item in the forum the STICKY THREAD has other methods
#3 copy all your files off - if windows is corrupt, then bypass windows, by using linux. If it is disk or hardware then you might be stuffed. Also on the linux disk there is usually a memory checker Try that.
#4 find the problem first part does a system file check.... if you get that far down the page? The second part asks you to look at you system and application log files for errors. A lot shows in in the windows log files0 -

It is a private computer on a private network in my house.
I would look on the sticky for a bootable a/v cd if I were you... <Edit> But I could be wrong too, as google gives the first thread back like this when pasting your error message in ithttps://answers.microsoft.com/en-us/protect/forum/protect_defender-protect_scanning-windows_10/your-virus-threat-protection-is-managed-by-your/279c6d56-927b-43bf-912b-99e1bdd608d4

A policy? It's my own personal computer that I have owned for two years. I have no policy like that.
A computer can have a computer object and a user object. A group can also fall under users too.It is possible to place a restrictions, or limitation on users and computers via a policy, from changing of password period to what files and extension they can run. There are a shedload of policies, and home edition does support a small subset compared to other versions. I have home edition and I have this policy on my home edition!0 -

I've just finished doing this and rebooting. It found corrupted files and automatically repaired them. However, I still get the error on restart.0 -
Still not able to copy important files off? Do a reset with "keep files"; you will lose any NON-MICROSOFT program installations...
1. do a restart (can you do this?) but hold shift key when you do it.
2. reset with "keep my files" is here
https://support.microsoft.com/en-us/help/12415/windows-10-recovery-options
(NB. could even try system restore if you have any restore points)If you put your general location in your Profile, somebody here may be able to come and help you.0 -

If the installation of avast wont remove, you may have to install avast again and then remove
If it still does not work, you could use that linux disk from #3, boot linux and rename the avast directories in program files and Program Files (x86) then reboot into windows, and with a bit of luck it should get you in.
#19, resetting could be the easiest and quickest path for you.0 -
