No. This couple smoke and their neighbour finds it offensive to have to smell that continually. They have done little or nothing to address that.
You might also like to google 'straw man'.

Yes the OP is doing the right thing, and I wish her all the best in stopping and possibly saving her own life. It sounds like her boyfriend is digging his heels in like a stubborn child though, probably deliberately blowing smoke over the fence to prove his point that he can do what he wants without worrying about others!0 -

Councils certainly wouldn't be able to do anything.

If you have a fixed term contract, you are secure for the period of the fixed term. She cannot get you thrown out. At the end of the fixed term (or after 6 months if your contract is currently periodic) the landlord could 'throw you out' (well, serve a 2 month S21 Notice) if he wished. So depends if he
a) cares about the neighbour
b) believes the neighbour
enough to lose a good tenant, incur the costs of a void and finding a replacement, and gamble on the next tenant not being worse.0 -

No, you dont ignore things like this, you come to the best reasonable conclusion for all.
If you had a baby in a room that was inhaling cigarette smoke, would you wish to be ignored? This isnt the case here, but my point is you cant ignore everybody else around you. You have to consider their position.0 -

OP, you've moved further down the garden, you're vaping instead of smoking. more than accommodating if you ask me! In my experience, once you start to give in against neighbours such as these, they'll never stop. If it's not the smoking, it'll be something else, maybe they'll say your too noisy out there, voices too loud etc. I've seen this all beforeThe neighbour is nothing more than a bully.
I smoke, when I'm at home, in MY house, I smoke, I also smoke in my garden, if anyone were to moan about what I do in my own house or garden they'd be told exactly where to go! When I visit my daughter, who rents, I smoke in the garden as the landlord doesn't want people smoking in the house - fair enough, his house, his rules.
This last time I heard of a situation like this,the tenants, a very quiet family,were eventually forced to move due to the unwarranted complaints of a neighbour like this, the landlord, well aware of the situation, promptly moved the "family from hell" into the house and told the neighbour that ANY further complaints would be reported as harassment. KARMA!0 -
Sounds like bullying and harassment to me. I am not a smoker but of course you can smoke in your garden. Never heard of anything so ridiculous.0

I think the OP is reasonable in this case.
However, you should be aware of the karma caused by smoking. Your premature death.0
