PCN Southampton Town Quay Parking Eye

The keeper has received a PCN from the PE !!!!!!!s for being in the Southampton Town Quay car park, on a Saturday evening for half an hour sometime in between 21:31 and 22:02. The driver is unknown and the keeper hasn't appealed yet to Parking Eye yet, nor to Popla, obviously..
I would like to mention that the signage in my opinion is confusing saying the charges are 7pm to 7am which is I guess what confused the driver into thinking the charge was the opposite, 7am to 7pm, and free parking after 7pm.
Could anyone please advise on how the keeper should proceed in this particular case if you know of any successful stories. Any reference to any of the PE or this car park's weak points would help a lot.

Thanks Umkomaas and Coupon-mad, It did work out well for that guy.
For everyone's interest, the PCN is the POFA version and I have also received since, the reminder quoting Beavis case which is unrelated.
First appeal has gone through and waiting for cancellation letter, hopefully.

Coupon-mad's suggestions in the first reply you received are all you need.
I.e. send the template appeal unchanged as the keeper.
That's all there is to it at this stage.
Re: your second question:
If you would like guidance on your Lidl/Athena issue then please start another thread for that. The approach for these two scenarios may well be different which may lead to confusion.

Just an update and I don't know why they have sent me this but this is what I've received from PE after the sending the first appeal:
We can confirm that your name and address were provided by the DVLA as the registered keeper of vehicle ....... following a breach of the parking terms and conditions that took place within the car park at Town Quay, Southampton on ........ .
Please note that you can access the Driver Portal on the ParkingEye website to view evidence relating to your Parking Charge. This includes ANPR images as they relate to the parking event. To access these images, you will need to enter your Parking Charge Reference and vehicle registration number as found on the correspondence issued by us.

In addition, we wish to confirm that information about the right of an individual to request access to the data we hold about them has been available to all individuals, both pre and post the coming into force of the General Data Protection Regulation, via the privacy policy on our website. Is this not just a reminder.
PE have included wording of GDPR as part of the new Data Protection act GDPR which came into force not that long ago.
I suggest you wait for appeal decision to come back with your POPLA code.

Hi guys
So I submitted the first standard appeal to Parking eye on the 10th June.
I received the e-mail that I mentioned above on the 2nd July and absolutely no correspondence whatsoever since then.
No POPLA code, nothing. And I am 100% sure as I have been checking my mailbox and e-mails everyday. And was actually quite relieved until today.
Today I received the 'Letter Before County Court Claim' where as you well know, threaten and accuse me of not appealing to POPLA within 28 days. Which would have been obviously impossible without a POPLA code
Attached as well, there is Annex 1 Information Sheet, a Reply Form, and a Financial Statement.
All printed on about 10 pages. Which I can post a redacted copy of it if you consider to be useful..
Could anyone let me know how is the lack of correspondence from them attackable?
What would you advise next?
