OK, anything useful on Carers UK website? They also have a helpline. Care Choices? Help and Care?

There may be a bit of confusion between the different parties.

If the carers were arranged by the local aothority Nan should have had a financial assessment to work out how much she has to contribute. This would be done by the local authority and Nan should have a copy. The social worker should be able to provide this.

When the social worker said they don't do money, she will have meant the day to handling of finances. Age Uk often provide an appointee service for people who can't manage their own money. They would not be involved in the financial assessment.

Go back to the LA and explain it's not about the practicalities of paying the bills, it's about how the contribution was assessed in the first place and Nan would like her copy. Did they arrange the care. Or was Nan assessed to be self funding and arranging her own care?
Then take it from there. If you can't get a straight answer from anyone at the local authority then makes formal complaint - that tends to get things moving.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.
