I have a letter with an issue date 15/05/18 claiming a car I'm the registered keeper of was parked at this site on the 30/04/18. The letter arrived on the 19/05/18, hope that helps0

If the date on the letter, the Notice to Keeper, is more that fourteen days from the date of the alleged parking transgression, then clearly the letter could not have arrived with the keeper within the required timescale to be able to transfer liability from the driver to the keeper.
As long as the driver's identity is never revealed, you will win this.
You can forget the DVLA requested/received issue. They are just being economical with words. They requested the information from the DVLA. They received the information from the DVLA, they just didn't tell you that. They then sent you a letter based on that information. No mileage in exploring that further.0 -
Ok thanks, so now what happens? I send my desist letter using template helpfully provided, they do not accept that. I receive a bunch of bogus debt collection letters and eventually i may receive a letter from Gladstones which is where i need to take action. Does that sound right?0

Just an update from me, letter using template sent 30/05 and as of today i've heard nothing, shouldn't they reply within 28 days?0

They have 35 ish days, no rush. Who cares, anyway, it won't be cancelled and will go to a meritless court claim later. That's where these cases are won. The appeal is just a stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
