Send them a link to the Parliamentary debate on 2nd Feb when PE were named & shamed, and the appeals system completely trashed as a 'scam' by MPs:

Read this similar thread and be more robust or you will be sued by PE:

That one says what to say in your next email, quoting the MPs exactly.
Thank you - I have sent them a long email with the links and quotes, explaining that they have a duty to help. Let's hope they see sense this time although I get the feeling that because the driver cannot prove patronage they won't budge.0 -
Ask them if they think its a good diea to call patrons liars, because they chose to use cash instead of a credit card?
If you point out that this TRUTHFUL ACCOUNT will hit trip advisor, facebook, twitter etc they might see the value in believing customers and not scum.0 -

Their response:
Good afternoon,
I have been passed the email that you have sent to our front desk and also your communication with our Head Office.
I am sorry but I do need proof of payment in the hotel before I will cancel the charge.
Kind regards

The stupid thing is that they have a disclaimer at the bottom of the email saying that they have a Parking Eye system - not only does it not say you have to be a hotel patron, it even says - if you are merely picking someone up! So this proves that they do let people park there just for pick ups - it's just that you have to register the vehicle at reception - however since the driver did not see these signs they did not know they had to...
EDIT: and guess what - the manager's out of office is now on...0 -
ASk them how you are supposed to provide a proof of purcahse when you paid cash, and what do they suggest instead.
SUggest they check their lobby CCTV for the day in question0 -
Seconded, ask for the CCTV (if they have it) inside or at the entrance/car park, and say that, if they do have images from that day but have failed to check this data or suggest you look at it with them (or if they've deleted it after rebuffing your desperate emails, in the full knowledge that it's vital data for you) is a DPA breach.
If they have CCTV images, the answer has been in their hands all along and has been withheld.
Ask to attend in person so they can see who you are and to identify yourself on their CCTV.
Add that:
... to refuse to use data they have, or omit to mention it, can be construed as a breach of the first data protection principle, and this obfuscation - expecting you to prove a cash payment in person - is nothing short of shocking under the circumstances.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi I wonder some one could help,
I received the PCN by parkingeye by entering into GP back side parking area where staff park and patient parking were together, I entered but couldn’t find space as no one parked correctly in bay and came out within 12 minutes, But I went at reception and entered my car reg number on screen,
They said they couldn’t see my reg number on screen, I challenged to popla and mentioned you can check cctv images , I was there together with my children On this time, but they just refused that couldn’t find my reg ,
Can you tell me what’re my rights onwards as Popla said to pay £100 within 28 days now.
Thanks0 -
You need to read the Newbies sticky, go back one click and it is the second post down. Once you have read and digested all that info (it will take more than one reading) come back ON YOUR OWN THREAD - it is poor etiquette to Hijack someone else's thread - and post any particular questions.0

Thanks all - have now submitted POPLA appeal as the hotel simply stopped responding. Will let you know how it goes...0

If the hotel stopped repsonding, send them a SAR (GOOGLE IT!) requiring all images of you on CCTV plusany other data on you. Offer to go in person to help them identify you
Free and they have 30 days to repsond.
State any failure to send through CCTV despite knowing this is important info, is a breack of the DPA2018 for which you will be complaining to the ICO.0
