Hi, we purchased a new build in December 2016, no NHBC but had a Professional Consultancy Certificate. We have substantial shrinkage cracks on the outside rendering. Builder and PCC company refuse responsibility even though we brought it to the attention of the builder within six months. He said give it a year for the house to settle, but now denies any responsibility. Do we have any recourse to anyone?

Just to add to this, the builder now says cracks are cosmetic and not covered by any warranty. Is a builder of a new build not liable for shrinkage cracks on outside rendering?0

What are the terms of the PCC? I can't read them from here.
What has your surveyor told you?0 -
The PCC have said they are purely to warrant the building works and have no liability to us as the new owner. We did not have a surveyor as no mortgage. It's a question of whether anyone is responsible for cosmetic works, i.e. the outside rendering shrinking and cracking. The developer, contractor and PCC all deny any liability0

I think it might be an idea to have a survey done on your house to check if it has any defects. Then you will have professional evidence to present to the builders/developers who are stonewalling you.Anything I say in no way constitutes financial advice and anything you do is your own decision.0

I did send photos to all three and they (including PCC) say it is cosmetic and not building defect, plus the developer is no longer in business! I do appreciate everyone's advice, thank you.0

1) Forget what the PCC 'have said'. Read the terms and conditions for yourself!
2) Forget survey when you bought. Get a surveyor in now to advise you.0
