Sorry, conflicting advice beamerguy/twhitehousecat - so is it the right thing to inform PEA, or do i just move and hope they don't bother trying to find me again?
Nothing conflicts Moppa, twhitehousecat refers to DCBL
and saying you don't tell every junk mail sender your
new address.
Just inform PEA and this is because, if they are stupid
enough to try court, they have your correct address.
You do not want a default CCJ
These are scammers so even with your new address, it
will be "carry on scamming" ALL TO BE IGNORED0 -
So an email something like this:
Dear PEA
I write as the keeper of REG NO and am writing to advise you that my address is BLA BLA BLA as of XX/XX/2018.
I assuming that your records will be updated within 7 days of the receipt of this email dated XX/XX/2018.0 -
Dear PEA,
re PCN xxxxxxxxx
I write as the keeper of REG NO and am writing to advise you that my address is BLA BLA BLA as of XX/XX/2018.
[STRIKE]I assuming[/STRIKE] I reasonably expect that your records will be updated within 7 days of the receipt of this email dated XX/XX/2018.
Service of any letters and/or any legal documents by email is expressly disallowed.
All responses to me from this point forward must be made by the Royal Mail postal service. Regardless of any MCOL online system, in this case, service of any court claim must only be made by first class post to the latest address provided by me.

Just got one of these as I ignored their previous 'Notice of Debt Recovery'.
'We will now recommend to our client (This was PEA Belfast) the commencement of legal recovery against you.'0 -

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

But it has given TD the opportunity to hit this poster twice (two separate threads) with 'This is an entirely unregulated industry .....'. Even more indiscriminate if he's not checking who he has already 'spammed'.
He should be finding a better way to do this. His previous copy and paste spamathon was exhorting OPs to complain to the VAT office about PPCs avoiding their VAT liability. Never heard of one single case ever coming to fruition, despite hundreds and hundreds of his inputs.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
