Does WiFi take preference over data in WiFi area?

I have a Samsung A5, mobile. I'm currently in Cyprus for three weeks. Last time I came close to using my data allowance. This time I aim to keep my data turned off most of the time and use WiFi whenever possibleit has been suggested to me that I should leave data and WiFi on and somehow WiFi will take preference over data.
Is this correct? I don't want to assume, then find out later this isn't so.

I've always found wi-fi does take preference but I would still have mobile data off (unless it's use would be covered by contract ) and only turn it on when I need it and am prepared for the cost.0

Be very careful with mobile data in Cyprus, some areas, mainly in Northern Cyprus will roam onto Turkish networks and may cost you a fortune, depending on your network. Another reason to keep your mobile data turned off0

I agree the wifi seems to take preference.
To reduce mobile data use, switch off all application updates (change them to manual only or on wifi only, switch messaging apps from checking for updates every few minutes to maybe once an hour or manual only, don't stream video or music, and use mobile browsers which compress data a bit, such as Opera Mini, preferably with images turned off for most of the time.0
