Ringing a UK mobile abroad from the UK.

I've heard lots of different views on this but no definitive answer. As the rules recently changed and you could use your package allowances abroad to ring the UK as if you were still in the UK, without any extra charges. Is that still true when a friend goes to say Spain and calls and texts you whilst away, can you then call and text back as part of your allowance, so therefore no extra charge, or will it be as some have said classed as an international call and therefore subject to extra charges?
I am on a Virgin 2gb data, unltd. texts and 1000 mins if that helps.

If you are in the UK with a UK mobile plan and you call a UK mobile it does not matter where in the world the phone you are calling is. You will only pay the UK rates in your plan or it will come out of your bundled minutes. You will only make an international call if you phone a mobile on a non UK network no matter where in the world that phone is.

This has not changed. The recent changes were only that if you are not in the UK but in the EU you can use your bundled minutes etc to phone UK/EU numbers and don't have to pay roaming charges.

(When you are in UK) YES, if you are calling their UK number - NO if you are calling any non-UK number.

Wongataa's summary is definitive, ignore any other opinions.
