Remove this immediately, NEVER talk about GPEOL, it is dead in the water:
The amount being claimed in the parking notice is not a genuine pre-estimate of a loss to the trust.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sure thing, sorry I had read about it but thought it was referring to POPLA and could maybe use it in this instance, apologies, thanks for pointing it out.

Ok so after more editing and looking into the NHS link I sadly don't think it is relevant in my situation.... so here's the final draft.... Will get it off today unless there is something obvious I should change or add that will aid? Struggling to find a direct email address so will do PALS, and the hospital and hope it ends up with the correct person!
Also I'll do the POPLA this evening with the relevant bits edited out.

    Dear xxxxxxxxx,

I am emailing you regarding a parking notice issued on dd/mm by Serco. As the landowner I would like to appeal to you to cancel the parking notice.

The vehicle in question was parked in your car park and actually had paid for parking.
Unfortunately due to the complicated nature of the ticketing system RingGo, the ticket
was issued for a previous motor vehicle on the account, therefore the trust did in fact
lose no money. As there was no attempt to defraud or misuse the system and as the driver paid the correct fee for time parked there is no legitimate reason to penalise the driver.

I cannot believe that Barts Health NHS trust is supporting the harassment of patients and visitors by using a private parking company. The penalties being issued are £90 and in no way represent a fair charge. It is grossly exaggerated and wholly unfair.

I feel the circumstances of the situation should be taken into consideration by yourselves. As such, please can you issue a cancellation letter.

    Kind regards.

    xxxxxx

    Thanks once again..... Fingers crossed

    Where's the added bit?
I would add that Barts Health NHS Trust's parking regime breaches the Government Policy, and give them a link to it, ask why they are operating in flagrant disregard of rules set out in a formal Health Memorandum:

It was there on post # 21 but now it's gone! Maybe OP took out too much by mistake.

Clearly you are operating in such flagrant disregard of rules set out by Her Majesty's Government in their current NHS Memorandum.

Come back within 3 weeks if not resolved, as you need to try POPLA by day 30 counting from the rejection letter date.
