Storage heater help

Hello, I wonder whether anyone could answer a few night storage heater questions? I've looked back over recent posts and now understand how the things work in theory but we're having trouble with ours in our new rented flat. There are around three different makes of heater in various rooms but only instructions for one type! The most complex one doesn't have instructions - it has a wall switch and the input and output dials but also a fan power switch (0,1,2) and boost power switch (on or off) on the side. It seems that there is a heating element that works independently of the night storage bit (fan-assisted I think it's called). Anyway, we need to get the heating on now and I can't make any of them work - have inputs set between 4 and 6, output to 1 in day, try turning up higher in the evening. The complicated one emits air when output is turned up but it's not warm, so I am guessing the input part of the process hasn't worked? Is there anyway that there could be another switch somewhere to turn the mains electricity onto the heaters? Or is it a problem with the electricity supplier? I don't think they can all be broken as they must ahve been used last winter (they are ancient though!). It's very frustrating (and very cold!). Any help greatly appreciated.
