Is LHR parking charge for collection legal?

Given that a grace period is allowed that enables the consumer to decide if they want to park or not, is the fact that at LHR T5 you have to pay to collect travellers legal?
Stopping to collect takes no longer than dropping off. It's just a matter of getting the timing right and only coming into the airport once you are certain that your passenger is outside the terminal.
Any excuses about security are yet again only a scam.

It's not at Luton. But at Luton, you can enter and drop off at the Mid-Term and Long-Term car parks and get a free shuttle bus to terminal. Allows for late arrivals as at Lon-Term you get 2 hours free and you avoid queues etc at drop off.
It's just a matter of time till every airport gets on the charge for drop off scam.0 -

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

Nothing to do with PPCs as it's the airport. This is no different to other airports such as Stansted that charge for you to drive along THEIR property for collection & drop off. In the case of T5 you are not allowed to wait for security reasons and have to use the short stay. Drop off is still free though

If you don't want to pay get your collected to get a shuttle bus to one of the other car parks that allow a period of free parking. The choice is yours0 -

If it is about unattended cars then say so, if it is about blocking the concourse then say so but collecting needn't include waiting any more than dropping off does.
So it takes me 25 mins to drive to LHR. I am not waiting as by the time I get there the passenger, who rang when they got through passport control is already with luggage and waiting for me on the concourse.
I pull up and she hops in, no longer and in fact much shorter than those that pull up get out, find a baggage trolley because they are travelling with the world in their suitcase, go back to the car, open the boot, struggle out with a heavy bag, onto the trolley, kiss; husband/wife/boyfriends/girlfriends/kids and dog and then walk towards the terminal before forgetting the left their passport on the centre console in the car and ringing their driver to fetch it back round.

The terminal forecourts are drop-off only – waiting isn't allowed for security reasons. If you're picking up passengers you should use the Short Stay car parks.
Alternatively you can use the Long Stay car park for 2 hours for free. Please note that re-entry to Heathrow Long Stay Parking is prohibited within 24 hours. This facility is not available to private hire and trade vehicles. All exits will need to be verified by a member of the car parking team either on site or via Exit intercom.

Its probably easier to say security rather than 'you selfish tw*ts are blocking the drop off area by waiting to collect somebody'
Not everybody has the common sense to wait away from the area until their passenger is there.
It would make more sense to make it like Stansted where you pay regardless of the reason for using the road past the terminal building.
BTW private cars have not been able to access the front of the terminal building at JLA for years. It has been taxis and buses only for a long time.0 -
in that case the JLA case is even a bigger farce , as it covers ALL ROADS on the land0
