UPS charged extra 24p

I had paid ups 36.77 to ship an item but on PayPal I see they helped themselves to an extra 24p. The total shows 37.01. I've asked a refund of the extra charge but they claimed the extra charge was due to the item being slight larger than it was. https://imgur.com/a/gtf3XJ2 Surely they can't do that?
