I hadn't mention this earlier but here goes.
The fees being charge do not in fact mirror the fees that can be charged by a certificated bailiff. They actually mirror the fees charged by the High Court Enforcement Agent (which is even worse) !!!
The fee scale that this debt was being enforced under is outlined under Table 2 of the fee regs:

For High Court debts, a Compliance fee of £75 can be applied and with the addition of VAT (which only HCEO's may charge) brings the charge to £90.
For the attendance, a fee of £210 may be charged which with VAT comes to £235.

so has the gentleman broken a specific law by charging High Court Enforcement Agent rates ?
is this a specific charge that may get him/companies licence revoked?0 -
Vat on £210 would be £42 which makes £252; it looks like they have simply taken the £235 fixed fee and missed off the VAT.0

This is the company https://ukcps.com. It's only based a short drive away from where I was issued the ticket. Makes sense as the owners live in Garforth, which is a few miles away as well.
