That means it hasn't actually done the update, for whatever reason.
You may well have to try to reset Windows Update if subsequent attempts fail as well.

Well, I sorted this last night. All installed OK now but it wasn't easy. I used the link provided and went through the various stages with no success. Then I was directed to a page to find the latest version, which wasn't even listed! This one:

Then I searched for the KB number and somehow ended up on this site:
https://www.microsoft.com/en-gb/software-download/windows10
I choose to download from there and it all went OK, even though I'd already downloaded it.

My sons PC was stalled on 1703(?), I stopped the update service and went straight to your second link and 1803 which downloaded and installed with no issues at all. You don't need earlier updates since this one is in effect a full install (I think).
On XP or Vista if you reinstalled it queued up what seemed to be every update ever and installed them in order.0 -
One laptop. no issues, second laptop totally screwed and currently doing a fresh W10 install. Fortunately an older one kept for back up/0
