Some folks are getting what you're asking for with a top notch phone for £15pcm.

Otherwise, I think an O2 online tariff without any phone is your cheapest solution - these are 30 day contracts. This will still cost £20pcm or so.

I know - you don't want cashback - but if you haven't a contract to bargain with, even with the the risk involved if can often be cheaper. Just bear with me on this -
Say you took Mobileshop's offer of the Nokia 6230i on O2 with 200xnet and 50 texts. With cashback this works to £15pcm. Assume there's no cashback - £360 pa but you have a saleable asset for say £180 - so cost would be £15pcm. More likely scenario - you claim the cashback - £15pcm paid you sell the phone at the end of 12 months for £100 plus you've bought it through say Quidco and get £30 - deal has cost you £50pa.

If you don't want cashback but don't need a phone upgrade either, you can get the Orange online deal 200 mins and 500 txt for £30 a month. You can get the new K750I for free on this tarrif, which you can then sell for £200-250 on eBay (or wherever). Total cost is £30x12= 360 - £200 = 160/12 = £13.30 a month.
