To be clear - the direct debit is "pull" not "push". The council initiates the request for money (a collection) which the bank then processes. (Not the same as a standing order - eg. Often the first payment of the year is different to make the rest an easy number). Btw a direct debit mandate (the instruction behind the scenes that controls the different payments) "expires" after 13 months of not being used, after which it needs to be recreated. Obv this hasn't happened here if the last payment was June 2017.
Looks like the council has some gremlins in their system for your account / property, hence they've not claimed and you've not received any arrears letters. As soon as you contact them and discuss options, they'll send an updated bill accordingly.
I would recommend you do contact them first. Possibly in writing, with a proof of posting (Its unlikely - but just in case, to help with proof that you noticed it was their mistake so they can't turn round and say "you've not paid this, county court etc").
In any case, you'll owe the money I'm afraid.Peter

No county court for council tax, it's all via the magistrates court.
If the council are to push ahead with a liability order against a person then the reason for non-payment cannot be considered by the court. As long as all documents are sent correctly the court have no legal powers to refuse the liability order.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. Well by that logic my council tax account would be two years in arrears which it is not.
Note the OP has replied and the bank was not TSB anyway.0 -
Well I spoke to the Council and it turns out that, they thought i had moved out of the property on 29th May last year and they have someone else name living at my address ... because of Data Protection etc she could tell me anything ... but reading between the lines I'm assuming that who ever it is , had been paying the council tax on my property as we haven't received any letters to say we owe money.
The Council have asked me to email them ... which i have already done to confirm my address and also confirm that we have never left or rented out to anyone else and no one accept my family live there.
So I'm now basically waiting to see what happens next. I'm not sure that they have had this situation to deal with before ... Ill update once I have an answer.0 -

It will have happened many times. Someone giving the wrong address as their new one. They probably live at 64 instead of 54 or something.

Nah thats nothing. I received this years bill and then puzzled to receive another a few days later stating new bill due to moving. If i moved why are they billing me at the same address?
Then 2 more bills arrived for 2 other properties, one in my name with a different property address in my street, and another in mine and someone elses name at a different location.
No idea how they managed that, and the silly thing is they thought i had moved to this other address a while back but still writing to me at my correct address.Censorship Reigns Supreme in Troll City...0
