You really need to brush up on your highway code and your speed limits if you think a NSL sign signifies a motorway. Also that's an average speed camera zone so not sure how you could've got that wrong.

I can’t recall seeing a matrix advisory speed limit on a managed motorway.

Neither can I, but there are many non-managed motorways.
