How can Vodafone flout the EU roaming laws?

Obviously there are differences of opinion on this. Both sides are arguable. We won't have definitive unless this goes to court.
My opinion is that Vodaphone is acting illegally, but they could have got around this by setting up a subsidiary to offer these tariffs.0 -
That's not what the EU regulation, adopted by the UK govt, says.
It doesn't say operators can offer roaming and non-roaming tariffs.

What law would that be? Certainly not the regulations you keep misquoting or taking out of context.Presumably you work for Vodafone's legal department. Otherwise I can't see why anyone could possibly support a company that rips off customers with tricks like this, not to mention how it evades tax on an epic scale.

It clearly states that if an operator offers roaming it can't charge extra. Vodafone offers roaming and charges extra.
But feel free to make yourself look simple by arguing otherwise.0 -

This article specifically states that the regulations have not been adopted into UK law. Don't forget roaming covers so much more than the EU.

You have been confused by the "not charge more" requirement. This is a per customer requirement. A customer who goes abroad cannot be charged more than if that same customer were using their phone in the UK.
The regulations say nothing about a customer with roaming arrangements paying more for all of their calls (whether roaming, or in the UK) than a different customer without roaming arrangements pays for all of their calls.0
