Advice for someone new to this

I have a couple of questions based on several flights my partner and/or I have taken.

Firstly, my partner recently flew from Israel > Romania > UK. Her first flight from Israel to Romania (1800km) should have landed at 13.10 in Romania however she sent me her usual check-in on landing which was 16.40 Romanian time. Therefore, clearly this looks promising for £350 as per the delay advice page. The one issue here is she doesn't know why it was delayed. She asked at the airport after an hour and was told 'look it's here now'. It then took another hour to get on, another hour to take-off and then doesn't seem to have made up any time.

I put the details in Bott Online and EU Claim. Bott Online says the flight isn't under their jurisdiction whereas EU Claim says it's not eligible.
Question 1: Should I send a letter anyway or is EU Claim likely to know that the reason for delay makes this ineligible?

We were heavily delayed on two previous flights together (2013 and 2015). Bott Online and EU Claim say exactly the same thing regarding these flights (wrong jurisdiction and not eligibile). Now as I am uncertain if I should completely trust the EU Claim result I wanted to check the flight details (I can't remember delay length for these flights).

Question 2: Is FlightStats the best way to do this?

People have suggested many other sites over the years however these have become paid subscription services from what I can see. Using the Flight Stats self-service data export the quote is $50 regardless if this is for one flight or for 300 flights of data! I thought it would be cheaper for one.

Question 3: Does anyone know of any smarter/cheaper ways around this as I would like to look this up but am uncertain I can get the information in a way I can afford. I tried searching this forum for help but the above suggestions are all I found with the search terms I could think of.

    She flew with Wizz Air which are based in Hungary. I have the flight details as in the flight number (W6 3594) and her e-ticket, however I don't have confirmed flight times as like I mentioned I can't find any way of getting historical information so far (the flight was March 23rd so is too long ago for free flight data). Therefore, all I have is the scheduled arrival time and the time she messaged me which was ~3hrs 40 after scheduled time.

    No it didn't. The main article that is linked from the sticky is what I read and created my questions and then the other bits are mostly large threads. Therefore, I used the search function to find answers which still didn't help me except generally of date information (e.g 'use Flight Stats it's free'). Also the FAQ doesn't actually contain any FAQ's, it's just another thread that also linked back to the main article with a couple of extra questions rather than frequently asked ones.

    was she booked TLV-TSR-LTN on one booking? was she breaking the journey in Romania or just changing planes back to the UK...if the latter did she still make the original booked flight arriving back in the UK at the planned time?

    Both of the flights were booked separately as two different journeys.

    That flight landed 3h30m late on March 23 according to Flightaware. So if the delay was due to non-extraordinary reasons, she will be entitled to compensation.

    Thank you. As I originally mentioned EUClaim said this flight is not eligible - Would you be aware of if they are likely to be correct (and therefore know the reason for the delay makes it so), or is it likely worth pursuing and seeing what the airline says?

    Also, can I ask how you got that information from FlightAware? I can't see any free options going back as far as a month unless you already happened to have paid for lots of flight data?

    Sorry, I have no clue. The way forward is to claim from Wizz Air and see what they say.
