How are EU vehicles checked for insurance tax etc in the UK?

I can tell you a bit about Romanian cars (RO).
If they have the RO plate then they must be registered in Romania, and they must have insurance (and Romanian road tax).
In Romania all insurance includes use in the EU. I can't remember if there are limitations of time driving abroad, etc, but it if there are it will be more generous than the 30 day or 60 day type arrangements we are used to).
Romanian car insurance is, generally, much cheaper than in the U.K. They do not use the 'no claims discount' system and it doesn't really matter where you live within Romania. A friend of mine over there just insured his Discovery for about £120 for the year to give you an idea.
I know about 50 Romanian families here in Scotland (settled, working). I don't think any of them use a RO car, they all have U.K cars. Second hand car prices are significantly cheaper here, so you get a much better car for your money.
