Hello,
Hopefully moving house soon and trying to find out what annual water bill will be. On the South East Water website I am told:
Annual standing charge for connection £20
Annual water use charge for each £1 of rateable value 52.47 pence
But I don't understand what this means. Any help appreciated!

I have had the same problem with fonts recently.
Firstly your question may be acedemic as water companies can insist on having a meter installed when there are new occupants; most,but not all, enforce that regulation.
Unmetered properties(so built pre 1989) have a Rateable Value(RV). This was the way of assessing Council Tax and has no use now except for water charges.
The RV of a property is stated in pounds. e.g. RV=£200
So taking that example your water charges will be 200 x £0.5247 = £104.94 + £20.
However you will also pay for sewerage based on your RV and that could be a lot more, plus a sewerage standing charge and possibly another charge for surface water drainage.
Incidentally that is an extremely low water charge, are you sure it is up to date? In my area(Severn Trent) the combined water and sewerage charge is about £1.90 per £1 RV0 -
That is only the water charge, apparently waste and drainage is done by either South West Water or Thames water but when I put my postcode into their websites apparently my house isn't covered!

It is on the water bill - ask the current occupants. If you are buying your solicitor should obtain the information
The water companies obviously have the information, they may be prepared to tell you.
To save you the trouble - most(all?) councils do not retain that information.0
