Can I claim PPI if I don't have the full account numbers

no reason. The fact is I don't know if any of my closed accounts even had PPI attached to them. isn't that the point?
You need to find out if you had it, then complain why you feel it was miss-sold, if you did have it. If you didn't, bonus as you didn't waste moneySam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

some of these accounts were closed over 12 years ago and I have no paperwork - didn't even know what PPI was back then. Am I just wasting my time then? even with Plevin?0

You might be wasting time but you won't find out unless you try. Some of your accounts might have included PPI, others not.
What could help is if you phone the lenders own PPI helpline or submit a PPI check form online, most lenders have this facility and 2009 is not that long ago in PPI terms. There's a very good chance they'll be able to locate details of your finance without the full account number, it's credit with PPI pre 2001 that is harder to find.
If you can obtain any bank statements showing direct debit payments to these lenders, or, a direct debit list from your own bank might reveal the full account numbers.
If your loans were unsecured they might have been set up with a single upfront PPI policy which you can mention in the complaint questionnaire.0 -

Plevin is not PPI, it's only an issue if you make a complaint and it was rejected AND there was an issue with commission being over 50%. You complain about PPI first then if rejected the firm will usually look at Plevin automaticallySam Vimes' Boots Theory of Socioeconomic Unfairness:

HI,
So Halifax have accepted there was PPI on a secured loan 12 years ago However, given the time that has lapsed they have advised they do not believe it was sold in error. - I didn't' know there was PPI on that loan and I don't even remember whether or not they asked me to include it on the loan when it was taken out. It was all agreed in a branch in person.
Can i do anything more with this ?

You can escalate to FOS if you disagree.0

That is not really a good complaint reason though as a) any built in PPI would have been on the agreement you signed and cost disclosed and b) its an unprovable allegation and c) it was 12 years ago and your memory will not be perfect.I am an Independent Financial Adviser (IFA). thanks. So do I need to establish if PPI was over 50%? Halifax have not mentioned Plevin.
and is there a standard letter i could use to send to FOS?
Or should I just forget it about it?

Generally speaking if they reject you then they should consider Plevin automatically and mention it. If they have not rejected you then you don't need to worry. If they have rejected and did not mention Plevin, ring them up and ask.
Any rejection letter must offer you access to the FOS so look at your paperwork to seeSam Vimes' Boots Theory of Socioeconomic Unfairness:

Yes, they have rejected PPI and NOT mentioned Plevin at all. Their rejection letter did not offer any access to FOS either.0
