    Just looking for some advise. Got a fine in the post recently about an unpaid fine which I knew nothing about until I received the letter. It is from ZZPS who informed me I had an unpaid bill and that I now was in debt to the tune of £170. How can I pay a bill if I know nothing about it. Out of principle I haven't paid because this was the first letter from the company. How can I be in debt when I haven't been given the chance to pay. The client is Civil Enforcement LTD. The car park belongs to a restaurant and when I called them they refused to be of any help and said it was nothing to do with them despite the fact they own the land. They just kept referring me back to the debt collector. Incidentally I live in Scotland so I am not sure if the rules are different up here.
    I was out with a work colleague having been visiting patients and stopped in the carpark to get a coffee. I stayed in the car while my colleague went for the coffee and a cake. We were there probably around 5 minutes. Today I received another letter - notice of intended legal collection £170 if I haven't paid in 14 days and they will pass this to QDR solicitors which could lead to legal action. I also received a text from them today. I am assuming the DVLA gave them my phone number which I am not happy about. What should I do next?

    On Scotland the advice is clear in the NEWBEIS FAQS thread:

    1. ALWAYS complain to the landowner/retail management to cancel the scam.

    2. Never reply to debt letters.

    3. Never say who was driving.

  • I also have a letter. I am not responding to them at all. I will though be complaining bitterly to the retail chain AND trading standards about this letter.

    This thread is over a year old. If you need help with a PCN you should read the sticky thread for NEWBIES and follow the advice there.
    If the keeper lives in Scotland then you should be looking for specific advice about what to do as the laws there are different to those in England and Wales.
