Highview Parking Notice - Waterfields Retail Park, Watford

I received a CHARGE NOTICE from Highview Parking for £85 on 13th April, 2018 through post. Initially, I got surprised to see the notice and couldn't trace the reason for the Charge Notice. But, upon calling one of the store(s) i.e. Next on 14th April, 2018 and speaking with the Store Manager, I found out that there was a parking limit of 2 hour and after that there's a penalty of £85.
To be honest, I was not aware of the fact that after 2 hours, there's a charge, surely I have missed the signage. I would have visited this place perhaps only once or twice before this incident happened on 31st March, 2018. Earlier one or two trips must be under 2 hours but on 31st March 2018, I went there with my kids (before Easter) and ended up staying for 3 hours and 46 minutes (as per the records from Highview Parking).
Since, I was ignorant of the fact, is there a way I can appeal for relaxation and exemption. I have a clear and clean record and has never got any parking notice till date, which only provides an evidence that I have followed the rules. This time, it's clearly a case of ignorance and I reach out to this forum to get ideas / suggestions.
I also want to gather views from the forum...there's a limit of 2 hours but you have got multiple stores to shop around. With this limit of 2 hours and providing no option to pay (as there are no parking meters), it's practically not possible to explore all the stores in that time limit especially when you are shopping around Easter and Christmas (as it was my case).
I wasn't aware of the parking timing restriction but equally visiting the retail park on Saturday before the Easter Sunday, there were long queues to check-out. Is there any guidance, which says that if a retail park has X number of stores, then they ought to allow customers to pay and park...?
I equally find it surprising that stores at the retail park are not doing anything because this will hurt their business model.
I can show my credit cad statement as an evidence that I did shopping in the retail park and didn't just parked my car and went out some-where else. Any views on how best I can appeal...?

The game you are caught up in is called Scam the Motorist, read this.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.You never know how far you can go until you go too far.0 -
Ive just been helped by the experts on this forum in my ticket I got from Highview at a Tesco car park, take a read of it. Such a simple process and just had the charge dropped0

Exactly as waamo says, mine took a few days to cancel but they did say there was a high volume to clear. My ticket/charge got cancelled today
All I done was use the standard template in the sticky’s thread and that was it. Took me an hour, maybe less0 -
