Multiple ISAs

I already have 2 ISAs from previous years with £15K in each. Can I move them to a newer ISA to gain a better rate and still invest more into a new ISA this year as I have another £15K to invest?

    Yes, ISA money from previous tax years can be shifted around entirely independently of what you choose to do with this year's allowance, as long as you use the receiving provider's ISA transfer process.
