Parking Charge Notice - Redbridge Sports & Leisure

Hello all,

I received a parking charge notice today (It is a Parking Charge Notice not a Penalty charge notice).

The full duration of the stay was paid for via the Whoosh app.

The letter is from PCL and the car park is that of the local sports centre I believe.

    It will be ANPR not CCTV mages. A wholly unfit for purpose system, banned by the UK Government for car park management on council or local government car parks, but used by scammers to scam.

    Most if not all of your questions will be answered in that thread, but comeback here if you need further help.

    Pease also complain to your MP and Sir Greg Knight MP about this unregulated scam.

    These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if they want further information about this scam.

    You should also edit your post to say The Driver paid for parking. Only ever refer to The Driver and The Keeper, who are two different people. ;)

  • Thanks, I have updated my original post.

    I uploaded a pdf of the receipt for parking to the PCL website where it said email us.

    Am I being paranoid in thinking that the email/message might be ignored?

    PCL, who are they? Full company name/number?

    In your appeal, you didn't say who was driving did you? Didn't tick 'driver'?

    Please tell us the NAME of the parking company.

    Other than that, read the NEWBIES then send the appeal template you will find there at the prescribed time.

    If you have already appealed, please tell us what you said. Hopefully you didn't give away the driver's identity.

    So you know how to win at POPLA, as registered keeper? Was the Notice received within 14 days of the event, and does it have the words it needs from para 9 of Schedule 4 (linked in the NEWBIES thread)?

    The letter was received today, 15 days after the event.


    I certainly didn't tell them who was driving or who paid.
