Some Councils have lower HB savings limits...

There is a recommended limit for CTR in that the default scheme has a ceiling limit of £16k which was intended to mirror the CTB scheme - as local authorities have delegated powers though (except for pensioners) the recommended default scheme limit isn't really a bar on them changing it if they feel it is not right for their own scheme. Apparently most councils have come down to £6k.
To be honest there are many people that don't have more than £10 to their name. So it would seem sensible that if you have capital, then it is there to help cover your expenses.0
