perhaps the best thing to do would be stop wrangling with the DWP et al and just enjoy the pension/pension credit or whatever it is and enjoy what is left of life?0

An advice service may be able to help with an appeal or an anytime revision, but once these avenues are exhausted (as in the OP's case) then the next stage is judicial review.
Here is some info for you from CPAG
"If her/his request for a late or an ‘any time’ revision is refused, then (on the official approach) s/he will not have the right of appeal at all. Judicial review is the only legal redress."
You will note that the OP has already told us he has consulted with his local CAB who have suggested he seek specialised legal advice.
The judicial review process is long and complicated, the OP should contact a law firm that specialises in judicial review (not all do) asap.
Here are some possible law firms for the OP:
https://www.irwinmitchell.com/personal/protecting-your-rights/judicial-review
https://www.leighday.co.uk/Human-rights-abuse-claims-judicial-review/Further-insights/Judicial-review
Hopefully the OP will contact these lawyers on Tuesday, and report back to the forum on their opinion of his case. I, for one, would be very interested in the outcome.
I would also be interested to here the response of the Salvation Army to his query. I can only hope the OP (having come onto this forum for advice) does indeed follow your valuable suggestion to speak to the SA and reports back to us next week with developments.
I spoke with both of these firms yesterday and three similar things were told to me.
That they do not normally deal with one person, I should be trying to find others who have also suffered in the same way
The costs can be eye watering although can be mitigated by agreement with the DWP.
And the third is that it is expected that any review should take place within 3 months of the final decision made by the DWP.
I have no idea on how to find similar cases
I do not have any money so would have to ask the public to fund it for me which I don't mind
The final DWP decision was made in November 2011 which is a little bit more than 3 months ago.
As I said from the vary beginning, I have moved on (had to as the injustice as I saw it was stressing me out).
I can only cope with one thing at a time nowadays so all of my effort is being used to fight the current PIP refusal.
As a point, I only mentioned this old situation as an example for another poster. I knew that to get anywhere with it it should have been put into action years ago.
Which finally brings to a point - if a claimant is in hospital and then by virtue of that admission and the following recuperation period misses vital time limits and has no one that could help (wife/husband/children) during that period what recourse does that claimant have against the DWP? I presume that if the 13 months period has expired to submit an appeal and the DWP refuse to entertain an appeal out of time must everyone have to go through the judicial process to get anywhere?
This whole thing does not seem to work in the claimants favour. It does seem that being unable to deal with your affairs through being ill is no excuse when it comes to the DWP.0
