What you say might be true. It's a postcode lottery. I got lucky when I was living in Edinburgh that there was such an advice agency that had the resources to represent me at tribunal. Not sure about judicial review. In some instances individuals have used crowd funding to fund a judicial review on matters of public concern. Perhaps the OP can consider this, as he says in post 11 currently his options seem limited.
But even if an advisory service cannot represent the OP at a judicial review, they can still support him without abuse. There's no chance of that at MSE.0 -

Indeed a judicial review is very different to a tribunal.
My local CAB can and does represent at tribunal (with great success and with no financial cost to the client).

If the OP could afford that kind of money they wouldn't be coming to the MSE for advice. Considering the relentless abuse they suffer in this forum I'm surprised they haven't gone elsewhere. An advisory service that specialises in helping people in this situation could support the OP in a humane way. At least they wouldn't feel alone.0 -

Advocates of judicial review say such challenges are important for democracy as they hold government policy to account and expose errors of law and abuses of power. The Warboy's victims crowdfunded their judicial review. Let's hope Danday has the strength of mind to be able to follow their example and right the abuse of power he has suffered.

If the OP uses CrowdJustice, he starts by telling his story and show what he is hoping to achieve with the funds. I'm sure he would be very good at telling his tale. It could be a nice project for him, I'm sure taking positive action to right his wrongs would be much better for his mental state, than just listing his problems on this forum. He may get a more positive reaction, too.
