Unicode characters have been turned off in a bid to prevent non-English character-based Spam and now only ASCII characters are acceptable. Unfortunately this also affects some normal punctuation. This is a particular problem where text is copied from an external source. Certain devices also use unicode punctuation as standard.
8216 is left single quotation and 8217 is right single quotation/apostrophe, 8220 and 8221 are right and left double quotation. Only the ASCII neutral (vertical) quotation marks are acceptable now ( ' and " ). The same is true with 8211 En Dash which is not allowed but the shorter hyphen is OK.
