Why would OP be sending any paperwork off, it is the seller that has to do that.

The irony is that, at 37 in a 30, had he responded to this in a timely manner he would likely have gotten a speeding awareness course and no points.

But it wasn't him driving, it was any one of several overseas drivers that he lent his car to around the time of the offence. Apparently.
