Like he said.
It might seem pedantic but there is nothing in the regualtion (or no basis in law) for them demanding this condition in order them to pay you what they legal owe you. The payment is not at their discretion.

The only benefit in signing this sort of agreement is if you are getting something in return to which you are not entitled or, perhaps, if you have a decidedly dodgy case. But in this case, if I remember correctly, you have a clear cut case, and you are getting no benefit from signing. You could try asking for more compensation in return for signing their agreement but if not, the boiling heads approach is the best0
