I have just gone through my GDPR training at my work. As I understand it, as I have not yet heard anything from a debt collector/solicitors, if I were to get any communication from this point forward, that would be illegal.
I did not consent for the DVLA to sell my data anyway, I certainly did not give any permissions to Euro Parking to get hold of it or process it, and if they then sell/move it onto a third party then they've teed themselves up for a big mistake. At no point have I been sufficiently informed how my data will be controlled either.
Also, the 'contract' would surely only apply to the driver and not the keeper - if they are processing my (the keeper's) data instead of the driver who has not been identified, then surely this is further grounds for breach.
Not sure if you guys have looked into this, but I would be very interested to see if it applies in the way I believe it does.0 -

They don't rely on consent as the reason to get the data. Ever.0 -
I'm not talking about the acquisition of the Data from the DVLA, that I'm sure is an area that the small guy isn't protected. The new GDPR rules state that you HAVE to inform the data subject (the individual) of every way in which their data will be used, give you options relating to that data and (this is what my point alludes to) the restrictions around sending that data on.
Seeing as though I the keeper have not been given any of this, I should say that's a pretty interesting situation. Also, for my processing rights to be overruled through 'legal' avenues, it would have to be taken through the courts first in order to get the permissions to then send the data to debt collectors.0 -

The original reason formprocessing the data doesn't need consent, and as long as they process for that reason, further processing including sending to data processors also doesn't require consent.
They have a legitimate reason, outside of the need for consent. No , it doesn't need to be sent to the courts for the court to decide they can send to dca, either. You're entirely off the mark.0 -
Looking at the op's first post, having confirmation of payment and confirmation that there is no requirement to display a ticket they probably don't have reasonable cause to access the data.0

The op account is confusing for each PCN. for number 2 it does not say whether it was the sign or the email that said no need to display.0

Why don't we allocate June as a month for:
- SARs to all PPCs in every case we reply on, every time, whatever stage?
and
- Everyone to write or email the DVLA (EVERYONE HERE, NEW AND OLD) telling them that you've read Section 14 of the new DPA "Automated decision-making authorised by law: safeguards" which provides that:-
(a) the DVLA as controller has to notify the data subject, (RK) when they have made a decision to release their data via KADOE.
(b) the RK has a right to request the DVLA to reconsider their decision.
And as the DVLA has stated that it is not making any data decisions by automation only, you want a permanent note attached to your V5 data to say that you do not consent to your data being sold to any private parking company under any circumstances, and now (from 25th May onwards) formally opt out because of previous harassment by the industry and the fact that the DVLA is clearly using automation alone to sell on data with insufficient checks and balances and with NO method to notify data subjects, which fails the applicable law.*
