Some people object to downstairs bathrooms because you have to go downstairs to use the loo in the night. Downstairs down the garden loos to use the one in the main house in the middle of the night is the reverse of going to the bottom of the garden to use the loo in the night. Both involve moving fast and not forgetting a key.0

Simply sleeping in a shed wouldn't break planning laws, but converting the shed into a bedroom would.
You wouldn't have any problem sleeping out in the open on your lawn. Sleeping in a tent is unlikely to be an issue, unless the tent is large and becomes something you do every night. Parking a caravan on your lawn and sleeping in it will become an issue if you do it for too many days.
Nobody is likely to get very agitated about a detached home office having a put-u-up bed for the occasional overnight stay of friends. But converting it for use as a bedroom (especially if deliberately misleading planning and building control) is likely to cause questions to be asked, especially if it is suspected that someone is living in the garage and paying rent.
One of the issues for rooms being slept in is ensuring they are safe in relation to fire risk. People's reaction to a fire is different depending on whether they are sound asleep, or sitting at a desk sending emails. Constructing a bedroom while pretending it is a home office potentially puts people's lives at risk.
I'd also second Cakeguts' views regarding the toilet. I can't see a BC officer being happy to sign off a new detached bedroom that doesn't have toilet and hand washing facilities as a basic minimum."In the future, everyone will be rich for 15 minutes"0 -
I doubt there is a law preventing anyone from sleeping in a tent in their own garden if they so wish. That is not the issue. Pretending a garage conversion is to be used as an office when the real intention is to park your granny in it or gods forbid, rent it out is entirely different.
Security and insulation are obvious concerns, as is insurance. A detached garage is still an outbuilding, whatever its use and therefore more vulnerable to any kind of attack. How is a burglar to know that, rather than steal your lawnmower or "borrow" a ladder to break into your house, they are going to cause a coronary in a senior citizen?
There are obvious concerns to sleeping on the lawn, in an unconverted attic, or in the kitchen. Nevertheless, you are perfectly at liberty to do those things as an individual in your own home and the planning department can do nothing about them and would not attempt to. Hence the question as to what she actually means by "use it as a bedroom". You can use your bathroom as a bedroom if you like, if what you mean is "Can I sleep in it myself".0 -

Yes, you can convert Garage into the BedRoom if you got the got pre-planning approval. You make it as per the rules and regulation. You can use your garage as Bedroom and make remote office to work there!!!HNY:A0

Pre-planning approval is not a thing.
I do think you might be saying that they can do what they want if they have the correct permissions though.Everything that is supposed to be in heaven is already here on earth.
