Why do so many newbies keep using this unnecessary introduction which says nothing useful? Remove this:I, the registered keeper of this vehicle, received a parking notice on 26/02/2018 acting as a notice to the registered keeper. My appeal to the Operator Corporate Services (Hereford) was submitted electronically via the operator's website on 025/03/2018. A rejection letter dated 01/03/2018 was received by email on 28/03/18.
Re this, you said it was a windscreen PCN. So, did they send you a NTK then? When?This is in clear conflict with the Corporate Services (Hereford) NtK, which chooses to set its own conditions as follows:
'If payment is not received within 28 days Corporate Services may commence immediate legal proceedings for the recovery of the £75 charge together with all associated costs.'PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for your feedback. Please be patient. I just copied this appeal from another on the forum so am still working out what is important information and what is not. This is complicated to some people.

Yes indeedy, and replace it with the 100% winning point that no NTK was served. That's a template point in the NEWBIES thread, written mainly for UKPC cases, but can be used here.
Are you past day 56 from the parking event yet, or can you delay your POPLA appeal to ensure that point is reached first?
POPLA codes work for 32 days.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Over what? The 32 days for your POPLA appeal or 56 days since the parking event?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Hi Flyaway,
The Parking Company have 56 days to send a Notice to Keeper to you after the issue of a parking ticket. If they dail to od so, they cannot hold the Keeper liable for the ticket.
The reason you were told to wait 26 odd days before appealing the original ticket, was to stall for time. The 26 days you waited (we hope you did) plus the 32 days for appeal at POPLA total up to more than 56 days.
The idea is that you wait as long as you can (30 days?) before appealing to POPLA, and you winning point will be No Keeper Liability, as no NTK was received by day 56.
That is why Coupon Mad was asking about 56 days. I hope this all makes sense now?

You can test a POPLA code by putting it into the POPLA webpage, it will either work or it won't. Should last 33 days including weekends.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
