    Because if one arrives now, PP will not be relying on keeper liability.

    But that doesn't make it void.

    But if no keeper liability (over 14 days) and I don't tell them who was driving, then it's a pretty open and shut case because they can't claim against either - one because they are too late and the other because they can't prove who it was.

    It won't stop them trying!

    Yes we know that, we don't disagree, and you would win at POPLA.

    We've been doing just that, since late 2012.

    But it doesn't make the PCN 'void'. They are allowed to issue driver-only NTKs.
