Have you complained to the hospital and ask they get CEL to cancel this?added to the fact the hospital say they have policy of not ticketing cars if the machines are broken,
Start with PALS (Google it if you don't know what it is) at the hospital. The hospital transport or facilities managers are other potential complaint points. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Any advise??
I received a parking fine on the 17/11/17 from premier park LTD. I had parked in what I had thought was a subway/vets for pets car park on a Sunday afternoon for a little over 15 minuets whilst using the subway to get my lunch and then wanted to get a leaflet from the vets but realised it was closed (being a Sunday).
After receiving the letter I had been told it was vets for pets only and had to pay a charge. I appealed against this as firstly the signs were missing from certain spaces and later when I inspected had seen some were torn down/covered. As I reversed into a space there was no sign above my space stating vets for pets only. Though I saw the parking restriction signs upon entry they just said 'parking restrictions apply'. Secondly I stated that the business would not have been affected at all as it was closed, therefor Incurred no loss or earnings. It is also an area where parking is free, there are no restrictions so appealed the fact that it is unreasonable to charge the amount they are asking.
I followed the online advise and at the end of the letter it stated that until any of my points are addressed I would not sign into a contract with them or agree to there terms, therefore would not respond unless they answered my appeals. They responded just saying parking charge still applies as 'not a customer'.
Since then I have received reminders and increase of charge... today a zzps letter which finishes with 'recent Supreme Court rulings confirm that a parking charge issued on private land is enforceable' etc. Is this something to be worried about? Or am I with in my rights to continue to ignore as they have not responded to my appeals?0 -
The best advice I can give is to start your own thread after you have read the thread at the top of this board that tells Newbies to read it first.0

Yes, the best advice (note spelling of that word) for you at this stage is to read the NEWBIES FAQ sticky thread to better understand the situation you are now caught up in.summahcrompton wrote: »Any advise??
If you still have questions, you should start your own new thread as trying to deal with two different issues for two different people can only lead to confusion.0
