Still doesn't make sense.
The income threshold of £16,190 is assessed by HMRC. HMRC don't include tax credits as income for tax or tax credit purposes.0 -

I agree with DS - that is not correct, it is your income for tax credit purposes that is relevant, not income + tax credits. Who is it that you are emailing?

The results of a Google search for the eligibility for free childcare for 2 year olds when in receipt of child tax credits are not consistent.
Some say total income to the household, some say annual income,
Isle of Wight says
"Child Tax Credit, provided you have an annual gross income of no more than £16,190, assessed by Her Majesty!!!8217;s Revenue & Customs'
