Don't qualify for 2 year old nursery

Hi,

We applied for a nursery place for our 2 year old under the government's 15 hours free per week scheme and got an email back saying we don't qualify because we income isn't low enough. The threshold is £16,190. I earn roughly £15,00 and receive £6,600 a year in Hb and tax credits.

When I applied I thought it was only earned income, I was wrong.

I also applied for the EDF warm home discount which has the same threshold so assumed this would be rejected but they accepted it and said I will receive the £140 rebate.

Why has EDF said I'm allowed it and 2 year old funding said no with the same rules?

    My p60 says I earned £15,692. But then with housing benefit and tax credits on top, at least £22,292.

    We - my partner is a stay at home mum. I work. £15,692 is my income from my job. We claim the benefits as a couple. They know I earn that and she earns £0.

    You wouldn't include housing benefit or tax credits in your income.

    I emailed them to try find out why I got declined and they said this was included as income. Here is the email:

    I'd be questioning that further. My understanding is that it was based on adjusted net income. Non taxable benefits wouldn't be factored in to adjusted net income.

    To be honest, I wasn't aware that that my benefits weren't taxable (not something I ever thought of). The gov.uk site states:

    tax credits and you have an annual income of under £16,190 before tax

    This was what I thought I qualified under. It would be interesting to have another person's view on this, but I will either email them or have my partner call them on Monday. Nothing to lose in trying.
